|New CMS Resources for eCQM Development: The Collaborative Measure Development Workspace. The Electronic Clinical Quality Measure (eCQM) Strategy Project is an ongoing effort of the Centers for Medicare & Medicaid Services (CMS) and is part of an ongoing commitment to promote efficiency through health information technology while decreasing burden to providers. CMS has now expanded the Electronic Clinical Quality Improvement (eCQI) Resource Center (RC) to include a Collaborative Measure Development (CMD) Workspace. The CMD Workspace brings together a set of interconnected resources, tools, and processes to promote clarity, transparency, and better interaction across stakeholder communities that develop, implement, and report eCQMs.|

“Pathways to Success,” an Overhaul of Medicare’s Accountable Care Organizations (ACOs). ACOs are formed by groups of healthcare providers that take responsibility for the total cost and quality of care for an assigned population of Medicare fee-for-service beneficiaries. In exchange for this, ACOs are able to receive a portion of the savings that they achieve as long as they meet quality standards and meet certain other eligibility criteria or may owe a portion of losses. The December 2018 “Pathways to Success” final rule drives towards greater savings and quality for the Shared Savings Program by streamlining participation options and program rules and more quickly transitioning ACOs to performance based risk. The rule is projected to achieve $2.9 billion in savings over ten years. The final policies are responsive to feedback about the need for incentives to bring healthcare providers into the Shared Savings Program, while ensuring the transition to value protects taxpayers and includes beneficiaries.
